Chazz/Irony/Turkey's story was worked on:

Chazz is this pretty big and muscular villain type of guy, though he's really like soft hearted and nice and all. He hates publicity so he basically hides in some hide out majority of the time and has his two "helpers" do things outside. They're basically like his sons/assistants, but either term really works. 

Irony was affected by radiation and Chazz took him in and cleaned him up and taught him a lot of moves of his own. Irony eventually ended up becoming obsessed with what fire looked and felt like, and now currently uses it as a weapon, thus explaining the giant bronze hand he has [it shoots fire, clearly]. Turkey was perfectly healthy, but abandoned on the streets as a small child, and again Chazz took him in. He still looks perfectly human, but he covers his face with a gas mask almost 24/7 due to Irony having a third eye, Chazz being super muscular, and him being the average skinny kid, he felt he needed something for himself to be identified and remembered by.

Once they grew up more, Chazz had them go out on missions to either practice the art they fought in or to actually do something that Chazz wasn't comfortable doing due to it being in public. He hates attention and media boasting about everything, so he stays hidden. Irony and Turkey though don't really care much, and keep Chazz unknown.
